National Policy & Legislative Framework

Effective solid waste management in Lebanon requires more than technical solutions; it depends on a strong legal and policy foundation that can guide action, ensure compliance, and promote sustainable practices. Over the past decades, Lebanon has developed policies, laws, and regulations to address waste challenges, but gaps in implementation, financing, and enforcement remain significant.

Several key regulations shape this framework. Together, these laws aim to promote a cleaner and more sustainable waste system in Lebanon.

Law 80/2018 is Lebanon’s primary legal framework for integrated solid waste management. Adopted in October 2018, it establishes the principles of waste reduction, source separation, recycling, energy recovery, and environmentally sound disposal. The law defines institutional responsibilities, lays the groundwork for a national waste management strategy, and emphasises the “polluter pays” principle. It also seeks to shift the country from short-term crisis responses towards a more sustainable, decentralised, and transparent waste governance system.
